Richard George Otto was born on April 14, 1915, in Downers Grove, Illinois. He was the son of Edgar Dudgeon Otto and Pearl Smart Otto. He was married to Maxine Cochran Otto. He served in the United States Army with the 740th Tank Battalion in World War II. Known as the “Daredevil Tankers”, the 740th was a separate battalion that fought from Utah Beach all the way to the Baltic Sea in support of various divisions of the US war effort.

Otto retired from the United States Army with the rank of Colonel. He died on June 27, 2000, and is now buried in the Santa Fe National Cemetery, Santa Fe, Santa Fe County, New Mexico, USA.
