The site is located in Ota City which is part of greater Tokyo. The site is located just north of the Haneda airport (HND) accessible by local train Keikyu Line to the Omorikaigan station (stop 07). The site is adjacent to a motorboat race venue and is in between a commercial building and a parking garage. The site is known locally as the Heiwajima Kannon (Kannon - God of Mercy). Heiwajima means "Peace Island".
