Robert H. Riggs was born on December 22, 1894 in Mount Airy, Surry County, North Carolina. He was the son of Jesse Barnett Riggs and Laura Ida Folger Riggs. Robert served in the 371st Infantry Regiment, 93rd Division (Colored) as a Second Lieutenant during World War I. He died from his wounds received in battle on September 30, 1918 at the age of 23 and is now buried in Meuse-Argonne American Cemetery and Memorial, Romagne-sous-Montfaucon, Departement de la Meuse, Lorraine, France.
