Frank Jefferson Green was born on April 15, 1912, in Kenedy, Karnes County, Texas. He was the son of Francis Lee "Frank" Green and Aggie Mae Taylor Green. He graduated from Texas Technological College (now Texas Tech University) in 1941 and worked for the Soil Conservation Service in Dimmitt, Texas. He enlisted in the U.S. Army at Lubbock, Texas, on May 5, 1942. He was commissioned as an engineer officer and promoted to First Lieutenant on January 1, 1944. He served with the 206th Engineer Combat Battalion, supporting Allied operations in France.

On August 23, 1944, during the assault crossing of the Seine River near Saint-Fargeau-Ponthierry, 1Lt Green was killed in action after being struck by enemy machine-gun fire while leading his platoon. Command of the platoon was assumed by his second-in-command, John Will, who completed the river crossing. He is now buried in the Brittany American Cemetery and Memorial, Saint-James, D�partement de la Manche, Basse-Normandie, France.
