Albert F. Abinsay served in the U.S. Navy as a Machinery Repairman from November 21, 1989, to November 2009, completing 20 years of naval service before retiring. Before joining the Navy, he worked as a Maintenance Worker at Miami Garden Villas Apartment from July to October 1989. In the Philippines, he served as a Barangay Kagawad in Barangay Patrocinio from May 1987 to 1989 and as a Clerk and Bookkeeper for the Municipality of San Narciso from March 1987 to June 1989. Earlier, he worked as a Savings Bookkeeper at Thrift Savings & Loan Association from October 1980 to December 1986. Abinsay attended FEATI University from 1974 to 1977 and later studied at the University of the East, Class of 1980.
