Rosauro Tagle Amposta Jr. was born on July 12, 1960, in Cavite, Philippines. He enlisted in the U.S. Navy in June 1987 and served until his retirement in June 2007, completing 20 years of honorable military service. During his naval career, he attained the rank of Senior Chief Petty Officer (SCPO). He served at several key duty stations, including HC-5 in Guam, Naval Air Station Oceana, Virginia, USS Harry S. Truman (CVN-75), USS Iwo Jima (LHD-7), and USS George Washington (CVN-73).
