Omar Jonathan Hiponia studied Journalism at Silliman University from 1980 to 1984 before beginning his career in the United States Navy in 1989 as a Storekeeper at Naval Submarine Base San Diego. While serving on active duty, he pursued higher education at Excelsior University, earning a Bachelor of Arts degree in 1993. He later continued his professional education by completing a Master of Business Administration (MBA) with a concentration in Health Care Administration at Southern New Hampshire University from 1999 to 2002.

As his naval career progressed, he served as a Financial Storekeeper and plankowner aboard USS Supply (AOE-6) from 1993 to 1998. He later advanced into medical logistics, serving as the Medical Logistics Officer aboard USNS Comfort (T-AH 20) from 2008 to 2011, where he supported the hospital ship's medical treatment facility and assisted in overseeing food service, stock control, postal operations, and other supply functions. From 2011 to 2014, he served as Chief Logistics Officer at Naval Medical Center San Diego, directing a workforce of approximately 200 civilian, military, and contract personnel while overseeing procurement, contracting, supply, biomedical equipment, warehouse, and logistics operations. He subsequently served as an Inspector with the Bureau of Medicine and Surgery from 2014 to 2017, ensuring Navy medical facilities complied with logistics policies and procedures. In 2018, he joined Walter Reed National Military Medical Center as Deputy Chief of Logistics before later serving as a Supply Management Specialist. Following his retirement from government service in 2025, he became a self-employed travel advisor with Jorden Travels.
