Eduardo Gundayao Agbuya was born on April 29, 1937, in San Carlos City, Pangasinan Province, Ilocos, Philippines. He was the son of Macario and Anastacia Agbuya. He was married to Purita Palisoc Gundayao Agbuya. He attended Rural High School before pursuing civil engineering studies at FEATI University in Manila. He served honorably in the United States Navy for 22 years, including during the Vietnam War, before continuing his career as a civil service employee at Naval Station Norfolk for another 15 years.

CPO Agbuya died on May 31, 2021, and is now buried in Woodlawn Memorial Gardens in Norfolk, City of Norfolk, Virginia, USA.
