Clifford H. Okinaga was born on May 26, 1931. He was the son of Rakuzo Okinaga and Mie Oyama Okinaga. He served in the 15th Infantry Regiment, 3rd Infantry Division, as a Private First Class and Light Weapons Infantryman during the Korean War.

PFC Okinaga was Killed in Action on August 15, 1952, in North Korea. He is now buried in the National Memorial Cemetery of the Pacific, Honolulu, Honolulu County, Hawaii, USA.
