Rosswel Hodge was born on August 27, 1794, in Glastonbury, Hartford County, Connecticut. He served as an Ordinary Seaman aboard the U.S.S. Scourge during the War of 1812.

On August 8, 1813, the U.S.S. Hamilton and U.S.S. Scourge were caught in a sudden, violent storm on Lake Ontario near present-day St. Catharines, Ontario, and both schooners sank. Fifty-three sailors lost their lives in the disaster. The wrecks were discovered in 1973, approximately 300 feet underwater off Port Weller, and are now protected as a National Historic Site and war grave. It remains the largest single loss of life suffered by the United States Navy during the war.

OS Hodge is commemorated by a cenotaph in the War of 1812 Naval Memorial Garden, while his remains are believed to still rest within the vessel's wreck in Lake Ontario.
