James Harrison Moore was born on October 24, 1916, in Fulton County, Georgia. He was the son of James Harrison "Jim" Moore Sr. and Lois Estelle Permenter Moore. He was married to Nellie Null Powers. He served in the 506th Parachute Infantry Regiment, 101st Airborne Division, as a First Lieutenant during World War II.

1Lt Moore was killed in Action on September 18, 1944, during the liberation of Eindhoven in the Netherlands. He is now buried in the Netherlands American Cemetery and Memorial, Margraten, Eijsden-Margraten Municipality, Limburg, Netherlands.
