Charles Frances Uphoff was born on May 10, 1917, in Saint Paul, Howard County, Nebraska. He was the son of Anthony Uphoff and Mary E. Zeller Uphoff. He graduated from Technical High School in 1935 and worked as a printer for the Omaha World-Herald before entering military service. He joined the United States Army Air Corps in December 1937 at Chanute Field, Illinois. His overseas service began in July 1939, and by the time World War II reached the Philippines, he was stationed with the 1st Observation Squadron at Clark Field near Manila.

Following the Japanese invasion of the Philippines, Uphoff was captured during the fighting in Bataan and became a prisoner of war of the Japanese. He died on November 7, 1942, due to illness while a prisoner of war at Taiwan POW Camp No. 1 (Taihoku) in Formosa. He is now buried in the Sai Wan War Cemetery, Chai Wan, Hong Kong Island, Hong Kong.
