Frank Guy Arrigo was born on December 25, 1914, in East Chicago, Lake County, Indiana. He was the son of Joseph Arrigo. He was married to Mildred Jeanette Evans Arrigo. He served in the 503rd Parachute Infantry Regiment as a Technical Sergeant during World War II.

On February 16, 1945, TSgt Arrigo, along with fellow paratrooper PFC Clyde I. Bates, climbed the tallest remaining pole under Japanese sniper fire and raised the American flag over Corregidor for the first time since the island’s surrender two and a half years earlier. This historic moment is commemorated each year on Corregidor, near the site of the 503rd Parachute Infantry Flag Raising Monument. The flag used for the ceremony was donated to the Corregidor Foundation Incorporated by the General MacArthur Memorial in Norfolk, making the event a lasting symbol of the island’s military heritage.

TSgt Arrigo died on September 28, 1985, and is now buried in the Crest Haven Memorial Park, Claremont, Richland County, Illinois, USA.
