William Cavinta Ramirez was born on March 15, 1984, in Portland, Multnomah County, Oregon. He was the son of Alex Ramirez and Maria Buscho. After attending two high schools, he earned his GED and enlisted in the Army in May 2002. He served as a Private First Class and Fire Support Specialist with Howitzer Battery, 2nd Squadron, 2nd Armored Cavalry Regiment, at Fort Polk, Louisiana, and had previously deployed to Afghanistan before being deployed to Iraq.

PFC Ramirez was killed on February 11, 2004, when an improvised explosive device detonated during a mounted patrol in Baghdad, Iraq, during Operation Iraqi Freedom. He is now buried in the Willamette National Cemetery, Portland, Multnomah County, Oregon, USA.
