Welborn McCagher Woodruff was born on April 6, 1909, in Elkin, Surry County, North Carolina. He was the son of William Cornelius Woodruff and Nancy Frances McCraw Woodruff. He was married to Margie Ada Blackburn Brannon. He served in the 28th Infantry Regiment, 8th Infantry Division, as a Sergeant during World War II.

Sgt Woodruff was Killed in Action on August 16, 1944, during the Battle of Brest, France. He is now buried in the Brittany American Cemetery and Memorial, Saint-James, Département de la Manche, Basse-Normandie, France.
