Richard L. Randall was born on March 28, 1913, in Salt Lake City, Salt Lake County, Utah. He served as a member of the Vermont National Guard before the war. His unit was ordered into full-time active Army service on February 24, 1941, from Rutland, Vermont. At the time of mobilization, he was recorded as employed as an industry clerk. He served in the 28th Infantry Regiment, 8th Infantry Division, as a Second Lieutenant during World War II.

2Lt Randall was Killed in Action on September 3, 1944, during the Battle of Brest, France. He is now buried in the Brittany American Cemetery and Memorial, Saint-James, Département de la Manche, Basse-Normandie, France.
