James Leon Picinich was born on August 28, 1914, in Seattle, King County, Washington. He was the son of Giacomo "Jack" Picinich and Annie Karcich Picinich. He served in the 28th Infantry Regiment, 8th Infantry Division, as a Staff Sergeant during World War II.

SSgt Picinich was Killed in Action on August 27, 1944, during the Battle of Brest, France. He is now buried in the Brittany American Cemetery and Memorial, Saint-James, Département de la Manche, Basse-Normandie, France.
