Kelly Mercer was born on September 1, 1921, in Ambrose, Coffee County, Georgia. He was the son of Elzie L. Mercer and Elizabeth Bordeaux Mercer. He served in the 28th Infantry Regiment, 8th Infantry Division, as a Private First Class during World War II.

PFC Mercer was Killed in Action on August 27, 1944, during the Battle for Brest, France. He is now buried in the New Hope Baptist Church Cemetery, Ambrose, Coffee County, Georgia, USA.
