Harry E. McColligan was born on March 26, 1910, in Homestead, Allegheny County, Pennsylvania. He was the son of Adam Lang McColligan. He served in the 121st Infantry Regiment, 8th Infantry Division, as a Private First Class during World War II.

PFC McColligan was Killed in Action on September 1, 1944, during the Battle for Brest, France. He is now buried in the Brittany American Cemetery and Memorial, Saint-James, Département de la Manche, Basse-Normandie, France.
