Richard Wayne Hughes was born on May 9, 1922, in Nashville, Davidson County, Tennessee. He was the son of George Milton Hughes and Hattie Bell Rainey. He was married to Jean Hunt. He served in the 9th Infantry Regiment, 2nd Infantry Division, as a Technician 5th Grade during World War II.

T5 Hughes was Killed in Action on August 30, 1944, during the Battle of Brest, France. He is now buried in the Brittany American Cemetery and Memorial, Saint-James, Département de la Manche, Basse-Normandie, France.
