James Carl Harrell was born on November 27, 1919, in Saint Louis, City of St. Louis, Missouri. He was the son of Rinaldo Joy Harrell and Cordelia McGar. He was married to Virginia Martin. He enlisted in the service on June 18, 1943. He served in the 28th Infantry Regiment, 8th Infantry Division, as a Private during World War II.

Pvt Harrell was Killed in Action on August 24, 1944, during the Battle of Brest, France. He is now buried in the Brittany American Cemetery and Memorial, Saint-James, Département de la Manche, Basse-Normandie, France.
