Arthur Kenneth Hall was born on September 17, 1924, in Crawford Township, Antelope County, Nebraska. He was the son of Larkin Lewis Hall and Iva Luticia Wilson Benge. He was married to Madeline Caldwell. He served in the 9th Infantry Regiment, 2nd Infantry Division, as a Private First Class during World War II.

PFC Hall died from his wounds received in battle on August 26, 1944, during the Battle of Brest, France. He is now buried in the Roosevelt Cemetery, Roosevelt, White County, Arkansas, USA.
