Dale Wilmer Cochran was born on March 27, 1919, in Armstrong County, Pennsylvania. He was the son of John Emmit Cochran and Ella Florence Cochran. He served in the 9th Infantry Regiment, 2nd Infantry Division, as a Private First Class during World War II.

PFC Cochran was Killed in Action on September 1, 1944, during the Battle of Brest, France. He is now buried in the Brittany American Cemetery and Memorial, Saint-James, Département de la Manche, Basse-Normandie, France.
