Otis Eugene Burks was born on March 20, 1919, in the City of St. Louis, Missouri. He was the son of John Louie Burks and Mary Jane Fugett. He was married to Lena Grace Brumback. He served in the 9th Infantry Regiment, 2nd Infantry Division, as a Private First Class during World War II.

PFC Burks was Killed in Action on August 29, 1944, during the Battle of Brest, France. He is now buried in the Pleasant Hill Cemetery, Marshfield, Webster County, Missouri, USA.
