William Elget Bell was born on June 20, 1919, in Henry County, Alabama. He was the son of Lonnie Bell. He was married to Edith Capozio Parat. He enlisted in the service on September 19, 1939. He served in the 9th Infantry Regiment, 2nd Infantry Division, as a Private First Class during World War II.

PFC Bell was Killed in Action on August 29, 1944, during the Battle of Brest, France. He is now buried in the Brittany American Cemetery and Memorial, Saint-James, Département de la Manche, Basse-Normandie, France. He also has a cenotaph in the Wesley Chapel Cemetery, Echo, Dale County, Alabama, USA.
