Louis Phillips Hall Jr. was born on June 3, 1889, in Ann Arbor, Washtenaw County, Michigan. He was the son of Louis Phillips Hall Sr. and Elizabeth Campbell Douglass Hall. He was married to Hélène Marthe "Helen" Iselin Hall. He volunteered with the American Field Service, where he drove ambulances on the Alsace front from September 1915 to June 1917 and later served as Chef of the Vosges Detachment. After a short enlistment with the French Army, he was commissioned as a First Lieutenant in the U.S. Field Artillery on November 11, 1917, joining the 12th Field Artillery, 2nd Division. He was promoted to Captain on July 31, 1918, and took part in major campaigns including Verdun, the Aisne Defensive, Belleau Wood, the Marne-Aisne Offensive, and the Toul Sector. He was discharged on December 10, 1918.

Following his military service, he pursued a career as an architectural engineer and, during World War II, contributed his expertise by conducting experiments on boat hulls at Stevens Tech in Hoboken. Louis died on October 17, 1952, and is now buried in the Evergreen Cemetery, Morristown, Morris County, New Jersey, USA.
