Perry Snowden Claggett was born on June 10, 1887, in Philadelphia, Marion County, Missouri. He was the son of William Ellis Claggett and Margaret E. Samuels Claggett. He worked as a railway brakeman before enlisting in the service. He served in the 9th Battalion, Canadian Railway Troops, as a Private during World War I.
Pvt Claggett died on October 23, 1917, in Belgium. He is now buried in the Lijssenthoek Military Cemetery, Poperinge, Arrondissement Ieper, West Flanders, Belgium. He also has a cenotaph in the Philadelphia Cemetery, Philadelphia, Marion County, Missouri, USA.
