Volney Barton Simpson Jr. was born on September 21, 1917, in Missouri. He was the son of Volney Barton Simpson Sr. and Anna L. Babcoke Simpson.

Volney served in the 111th Engineer Combat Battalion, 36th Infantry Division, as a Private First Class during World War II. He was Killed in Action on August 25, 1944, during the liberation of Bonlieu-sur-Roubion, France. PFC Simpson is now buried in the Eldon Cemetery, Eldon, Miller County, Missouri, USA.
