David Albert Newcomer was born on March 29, 1899, in Memphis, Shelby County, Tennessee. He was the son of Henry Clay Newcomer and Rebecca Kosier Newcomer. He was married to Lilian Hughes Newcomer.

David served in the 111th Engineer Combat Battalion, 36th Infantry Division, as a Colonel during World War II. Colonel Newcomer was on a special mission in Bonlieu, France when his unit was ambushed and surrounded by German forces. Colonel Newcomer was assisting his fellow service members when he was wounded by an enemy shell. He was taken prisoner and given treatment but he still died due to the wounds he received in battle on August 25, 1944. He is now buried in the Arlington National Cemetery, Arlington, Arlington County, Virginia, USA.
