Norval A. Monroe was born on June 27, 1918, in California. He was the son of Jack A. Monroe. He was a graduate of Tulare Union High School in 1939.

Norval served in Company L, 15th Infantry Regiment, 3rd Infantry Division as a Private First Class during World War II. He received the Purple Heart decoration when wounded in Italy, where he served with General Clark's Fifth Army. PFC Monroe was Killed in Action on August 27, 1944, during the liberation of Allan, France. He is now buried in the Woodville Cemetery, Woodville, Tulare County, California, USA.
