Elefterios Stavros was born on December 1, 1918, in Richland, Istanbul, Fatih İlçesi, Istanbul, Türkiye. He was the son of Xenophon A. Stavros and Louika Lesbines Stavros. He enlisted in the service in May 1943. Elefterios served in the 48th Infantry Battalion, 7th Armored Division, as a Second Lieutenant during World War II.
On 24 August 1944, 2Lt Stavros was among the first Allied soldiers to cross the Seine River at Pont Thierry. They were sent to secure an area and build a bridge for other Allied units to cross. After crossing, he accompanied the field artillery forward observer on his mission to locate a German artillery position. According to Robert Deaderick, their group was fired upon shortly after leaving the town, mortally wounding 2Lt Stavros in the head and neck. He was evacuated to the 34th Field Hospital where he died from his wounds received in battle on August 31, 1944. 2Lt Stavros is now buried in Epinal American Cemetery and Memorial, Epinal, Departement des Vosges, Lorraine, France.
