Francis E. Tully was born on October 31, 1924. He was the son of Gertrude G. Varnum Tully and Edward J. Tully.

He enlisted in the service on July 18, 1943, and received his basic training at Greensboro, North Carolina. He received his wings as a navigator in the US Army Air Force on July 28, 1944. He served in the 93rd Bomber Squadron, 19th Bomber Group, Heavy, as a Flight Officer and a radio operator of B-29-25-MO Superfortress #42-65310 during World War II. He was Killed in Action on March 10, 1945, when the aircraft made a navigational error and crashed into Mt. Fubo.
