James Tinsley Whitney was born on January 23, 1918, in Union, Union County, South Carolina. He was the son of Frederick Henry "Fred" Whitney Sr. and Lois Irene Tinsley Whitney. He was married to Dorothy Mae Graham Buckner.
He served in the 307th Infantry Regiment, 77th Division as a First Lieutenant during World War II. He was Killed in Action on August 3, 1944, during the Battle for Guam.
