Frank Louis Stumpf was born on July 12, 1919. He was the son of Frank Stumpf and Elizabeth Stumpf. He was married to Elaine A. Wirth Stumpf.
He graduated from Marquette University in 1948 under the G.I. Bill and worked for Wisconsin Electric Power Company for 36 years, retiring in 1984. Frank was stationed at Wheeler Field in Hawaii and witnessed the destruction of 143 P-40 fighter planes by Japanese planes on the first day of World War II. After training as a bombardier in Big Spring, Texas, he made the front page of The Milwaukee Journal on November 6, 1943, for a low-flying stunt to deliver a letter to his sweetheart, Elaine. He was assigned to the 710th Bomber Squadron, 447th Bomber Group, Heavy, as a bombardier of B-17 42-31431 (aka Solid Sender) during World War II. On his 10th combat mission over Germany, he was shot down on February 25, 1944, and spent 14 months in a POW camp in Barth, Germany.
