Merlin Lawson Chardi was born on December 5, 1921, in Alturas, Modoc County, California. He was the son of Primio Ciardi and Eva Ellen Shedd Walsh. He was married to Carolyn Tritz Atherton Chardi.

Chardi graduated from Sacramento High School in 1940, attended Sacramento City College and Cal Berkeley, and joined the United States of America Air Force in 1942. He served as a B-17 pilot and squadron commander in England and was a prisoner of war for 15 months in Barth, Germany. He retired from McClellan Air Force Base after 30 years of service.
