Arthur Emerson Roe was born on August 10, 1924, in Vancouver, Canada. He was the son of Arthur and Eileen Bertha (née Dunn) Roe of Oakland, California.

A machinist apprentice, he enlisted in the RCAF on March 25, 1943, in Vancouver. He served in the 419 Squadron of the Royal Canadian Air Force as a Pilot Officer during World War II. On July 5, 1944, aboard the Lancaster X (#KB-723) VR-U, with an aircrew of seven, his crew took off on an air operation to Villeneuve. While flying over France the aircraft was hit by flak, causing it to crash near Chailly, in the Fontainebleau Forest. Three crew members lost their lives in the crash, two were taken POW and the other two airmen evaded capture.
The three airmen who perished in the crash were:
RCAF Sergeant Joseph Paul Adelard GAUTHIER,
RCAF Flying Officer Gordon Ross HODGSON and
RCAF Pilot Officer Arthur Emerson ROE.
