Raymond Rogers Franklin Foltz was born on February 4, 1916, in Mansfield, Richland County, Ohio. He was the son of Raymond N. Foltz and Margaret Rogers Foltz; husband of Florence Foltz, of New York City, New York.

Raymond served in the #425 Alouette Squadron (Je Te Plumerai) of the Royal Canadian Air Force as a Flight Sergeant during World War II. A crew member aboard the Wellington III BJ764, he was killed in an aircraft accident on November 9, 1942, returning from an operational flight, over Hamburg, Germany.
