Charles Davis Brown was born on July 7, 1918, in Sherbrooke, Estrie Region, Quebec, Canada. He was the son of Harry Raymond Brown and Madge Libbey Brown; husband of Natalie Patelkan Brown, of Hartford, Connecticut, U.S.A.

Charles served in the #408 Goose Squadron (For Freedom) of the Royal Canadian Air Force as a Pilot Officer during World War II. On May 23, 1944, while on an operation over Dortmund, Germany, he was shot down by enemy fire. His crew took off at 2241H from RAF Linton-on-Ouse, England, aboard Lancaster II DS759. His aircraft was shot down by a night fighter and crashed at Hartefeld, Germany, 3 km west of Sevelen.
