Richard Earl Todd was born on 19 May 1919 in Colorado Springs, El Paso County, Colorado. He was the son of Arthur Raymond Todd and Veda P. Fesler Todd.

He graduated from Cheyenne High School on 8 June 1938 and was discharged from the Home on 24 September 1938. He worked as an apprentice at West Side Electric Company in Colorado Spring, between 1938 and 1939, and then attended Sam Houston State Teacher College. In July 1941, he worked as an engineer's helper at Brown & Root construction company in Austin, Texas, until he joined the Royal Canadian Air Force in September 1941.

Richard was the pilot of British Wellington bomber BJ762 that, on a mission to Bochum, Germany, was shot down by a night-fighter and crashed southeast of the village of Sondel, Netherlands, killing 3 of the 5-man crew. He was one of those been killed.
