Frank Severne Millen was born on March 26, 1921, in Watkins Glen, Schuyler County, New York. He was the son of Ralph E. and Cecil S. Millen.

Frank attended Watkins Glen High School. He graduated from the Providence, R.I. High School. Early in 1941, while a junior at Norwich University, Northfield, Vermont, he joined the Royal Canadian Air Force and received his wings.

He left Norwich to enter the European struggle before the United States became involved in World War II. He went to Canada and enlisted in the Air Force to train as a bomber Pilot. His determination to enter the fray could not be shaken. After completing his training in Canada, he was assigned as a pilot of a Sterling Bomber at Cambridge, England. He had completed missions over Germany, Holland, and Italy prior to December 16, 1942, when he volunteered for a special mission over Holland.

Frank participated in the British Commonwealth Air Training Plan, held the rank of Pilot Officer, and served as a Pilot in the Royal Canadian Air Force. He was killed in action at the age of 21 while attached to No. 15 Squadron, Royal Air Force (Bomber Command) when his flak-damaged Short & Harland Stirling MK I (R9168) was attacked by a German night fighter, Lt Werner Rapp from 7./NJG1, who was based at Twente Airfield, and crashed at Gortel, Gelderland, the Netherlands during a bombing raid to Diepholz, Germany on December 16, 1942. At 20.09 they crashed next to the Veenweg (peat road) in the local woods near Gortel, 7 km southwest of Epe, the Netherlands. All except Sgt Perring were killed in the crash.
