Frank Joseph Rosse was born on April 9, 1914, in New York, New York County, New York, USA. He was the son of Joseph D. Rosse and Louise C Grassi Rosse.
Frank served in Company F, 397th Infantry Regiment, 100th Infantry Division, during World War II. He was Killed in Action between on January 8, 1945, in Rimling, France, and is now buried in the Epinal American Cemetery, Dinozé, France.

(Citation Needed) - SYNOPSIS: The President of the United States of America, authorized by Act of Congress July 9, 1918, takes Pride in presenting the Silver Star (Posthumously) to Second Lieutenant (Infantry) Frank J. Rosse, United States Army, for conspicuous gallantry and intrepidity in action against the enemy while serving with the 2d Battalion, 397th Infantry Regiment, 100th Infantry Division, in action at Rimling, France, during World War II. Second Lieutenant Rosse's gallant actions and selfless devotion to duty, without regard for his own safety, were in keeping with the highest traditions of military service and reflect great credit upon himself, his unit, and the United States Army.
