Born on November 2, 1948, and the only boy in a family of three children, Douglas was the son of Norman and Mildred Devoe of St. Hubert, Quebec, Canada, who enlisted in the US Marine Corps on January 19, 1968, in Albany, NY. He arrived in Vietnam on July 18, 1968, and was assigned for duty with Company E, 2d Battalion, 26th Marines until he was reassigned on September 8 of the same year to Company C, 1st Battalion, 9th Marines, 3d MAR DIV (Rein) FMF.
On September 30, while clearing a Landing Zone in northern Quang Tri Province in Vietnam, a falling tree struck PFC Devoe on the side of his head injuring him and requiring medical evacuation. Evacuated to the U.S. Navy hospital ship AH-17 U.S.S. Sanctuary, he died on board of cerebral malaria, having contracted the illness in the field.
