Judy L. Carter was born on December 22, 1924, in Scott County, Virginia. He was the son of R. Burley Carter and Lillie B. Fritz Carter.

Judy served in the 315th Infantry Regiment, 79th Infantry Division, as a Staff Sergeant during World War II. He was Killed in Action on August 27, 1944, at the age of 19, during the liberation of Vexin, France. SSgt Carter is now buried in the Carter Cemetery, Clinch, Scott County, Virginia, USA.
