Harvey Richard Jokinen was born on March 30, 1949 in New Castle, Pennsylvania. He was a graduate of New Castle High Scholl in 1967 and the United Military Academy at West Point. He had served previously at For Sill, Okla., and Fort Bragg, NC, before his tour of duty in Germany, and was to have been assigned to a military base in Kentucky following his return to the United States.

Captain Jokinen was one of nine killed when their Bell UH-1H Iroquois helicopter crashed on the edge of a field near Unteraltertheim while flying from the unit's barracks at Baumholder to the Army training grounds at Grafenwöhr in Germany. He is now buried in the Graceland Cemetery, New Castle, Lawrence County, Pennsylvania, USA.
