Otis R. Springer was born on April 28, 1894 in Elk, Noble County, Ohio. He was the son of William C. Springer and Mary Elizabeth McPeek Springer. He served in the U.S. Army during World War I as a Private in HQ Company, 102nd Infantry Regiment, 26th Infantry "Yankee" Division. He was Killed in Action on October 21, 1918 in Argonne Forest, France and is now buried in Alliance City Cemetery, Alliance, Stark County, Ohio, USA.
