Francis Fillmore Barber was born on March 6, 1898 in Maryland. He was the son of Edward Holiday Barber and Frances Elizabeth Burriss Barber. He served in the U.S. Army during World War I as a Private in Company D, 102nd Infantry Regiment, 26th Infantry "Yankee" Division. He died from his wounds received in battle on July 29, 1918 and is now buried in Aisne-Marne American Cem., Belleau, France. He also has a cenotaph located in Laytonsville United Methodist Cemetery, Laytonsville, Montgomery County, Maryland, USA.
