Clarence R. Oliver was born in 1888. He served in the U.S. Army during World War I as a Captain in Company B, 28th Infantry Regiment, 1st Infantry Division. He was Killed in Action on July 19, 1918 and is now buried in Woodlawn Cemetery, Elmira, Chemung County, New York, USA. His surname is inscribed on the Buzancy monument as Olivier. He was awarded the Distinguished Service Cross for his actions and his citation reads as:

CITATION:
The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Captain (Infantry) Clarence R. Oliver, United States Army, for extraordinary heroism in action while serving with 28th Infantry Regiment, 1st Division, A.E.F., near Soissons, France, 19 July 1918. As commanding officer of Company B, 28th Infantry, Captain Oliver led his men against enemy machine-gun nests which were preventing the advance of his regiment, exposing himself fearlessly to heavy shell and machine-gun fire. Unalterably determined to reach the objective to which he was ordered, Captain Oliver made the supreme sacrifice when well in advance of his company. His display of the highest courage and self-sacrifice so inspired his men that they were victorious in one of the most desperate phases of the battle of Soissons.
