A police officer for 12 years with the Philippine Constabulary and residing in the Prince George Hotel in Toronto, Ontario, Canada, he enlisted in the 97th Battalion of the CEF on Jan 31, 1916 in Toronto; he attested that had served in the US Army for four years.

He was taken on strength with the 38th Battalion, CEF; was wounded in action in France on May 27, 1917; recovered, he rejoined his battalion on June 27th.

On Sept 8, 1917, Lieutenant Manning was attached to the US Army Headquarters. He resigned his commission with the CEF on 10 Dec 1917, allowing him to join the United States Army where on May 29, 1918 (on the second day of the Battle of Cantigny in France) he was made Captain of Company M, 28th Infantry Regiment, U.S. 1st Division.

It was during the Soissons offensive, six weeks later, that Captain Manning was severely wounded in action; he died on July 25, 1918, the result of his battle injuries.
