Scott Grover Cleveland was born on August 3, 1922, in Chester, Lunenburg County, Nova Scotia, Canada. He was the son of Grover Harrison Cleveland and Millie Pearl Cleveland, of Sidney Center, New York.

Scott served in the #218 Gold Coast Squadron (In Time) of the Royal Canadian Air Force as a Sergeant during World War II. He was killed on May 14, 1943, when his Stirling aircraft #EF 367 crashed near Cambridge, England.
