Virgil Kiper was born on May 23, 1887, in Baizetown, Kentucky. He was the son of Vinson Kiper and Mary Wilson Kiper.
Virgil died of disease in France on September 9, 1918. He was one of the 171 American servicemen who trained at the Third Aviation Instruction Center in France and died between 1917-1919. Pvt Kiper is now buried in the Daugherty Cemetery, Flint Springs, Ohio County, Kentucky, USA.
